Historian's House - Threat to Community

This is AP Historian Werner Baumgartner's home on 5th Avenue, in Asbury Park, where it sits opposite Sunset Lake. As such it's a highly desirable property. This is the property that is supposed to be such a disgrace to the community that the owner should spend 28 days in jail. Or is that the real reason Baumgartner is sitting in Monmouth County Correctional tonight?
