CORRECTION: I provided a wrong bit of terminology for this report. Historian Werner Baumgartner wasn't jailed for zoning code violations, it was property code violations. Apparently, zoning code violations cover serious infractions that can result in faulty buildings that can fall on people, not failing to paint your house. My apologies.
